WA opens procurement rules for review, giving suppliers two opportunities to have their say

The WA Government is seeking feedback from businesses that supply goods, services and works to the state, with two separate consultations now open on procurement thresholds and the Procurement Act 2020.
The Department of Treasury and Finance released a discussion paper for public consultation on 1 September, launching a review of the Procurement Act 2020 and Rule C4 of the WA Procurement Rules.
Rule C4 sets the thresholds that determine how state government agencies approach the market for goods, services and works. These thresholds can influence whether an agency uses a simpler procurement process or a more formal approach to market.
The consultation has been divided into two parts, and businesses can respond to either or both.
Part A focuses on the Rule C4 thresholds, including the value at which agencies are required to undertake a formal approach-to-market process. The review could have implications for smaller suppliers, depending on whether the thresholds change and how procurement opportunities are structured.
Submissions for Part A close at 5pm on Tuesday 29 September 2026.
Part B covers the statutory review of the Procurement Act 2020. The review considers how the legislation has operated since coming into effect and whether it continues to support effective procurement across the WA public sector.
Submissions for Part B close at 5pm on Tuesday 20 October 2026.
For Suppliers, the review provides an opportunity to comment on how procurement thresholds and legislation affect their ability to compete for government work. Changes to the Rule C4 thresholds could affect the number and type of opportunities that are subject to formal competition, as well as how agencies engage with suppliers for lower-value purchases.
