Tender volumes across Australia peaked in FY2021–22 and have fallen every year since. But lower volume doesn't mean fewer opportunities. It signals a more strategic, targeted procurement environment. This report explains what's driving the shift and where the opportunities remain.

Volume is down but contract values are larger
The 23% decline since FY2021–22 reflects procurement reform, raised public tender thresholds, and the wind-down of COVID stimulus. Fewer tenders are being published, but the average contract value has increased as governments focus on quality over volume.

Construction and infrastructure remain dominant
Commercial & Industrial Construction Services led all categories with 4,560 tenders in FY2024–25 and 43,022 over five years. Building Maintenance, Engineering Consulting, Electrical Services, and Road & Streetscape round out the top five, unchanged from prior years.

Local government is your biggest opportunity
Local governments issued 12,106 tenders in the last financial year, 43.5% of all tenders by volume, significantly outpacing state and federal levels. With over 500 councils across Australia procuring roads, facilities, and community services, local government remains the most active issuer tier.
